Old Business

Neighborhood Lawn and Tree
            The contract has been adjusted and added verbiage ensures that NL&T cannot perform unnecessary maintenance.

New Business

Free Little Library
            The Orchards will have their own Free Little Library soon! The Board is working on ways to bribe Philip to dig the hole for us J

Bylaws
            The Board has compiled a list of changes (most are small) to the bylaws. Homeowners will be sent a list of the amendments once completed. Links to the old and new document will be posted on the blog once completed, as well.

Fire Lane Parking on Silverthorn
            Cars have been parking in the fire lane close to the entrance of The Orchards. This behavior is a danger to drivers and walkers. Members of The Board will be calling the non-emergency police to prevent this from continuing if they continue to park there. Members of The Orchards are also welcome and encouraged to call and report illegally parked vehicles.

Yard of the Month
            Yard of the month begins again! The Board will vote for the first yard in May. Rachel called for a motion to purchase 5 $25 ACE giftcards for Yard of the Month winners and more stamps. The motion was seconded by Tom. Motion passed.

Old Business

Ballots to Raise Dues
            The Board sent out a ballot allowing homeowners to vote on whether or not to raise dues by $25 for 2019 or put less money into the road repair fund. The proposal was not passed with 38 total votes: 23 NO/ 15 YES.
            There was also a postal issue and some homeowners received the ballot too close to the due date printed on the ballot. Homeowners were given a two-week extension. In the future the board will conduct an electronic voting system to avoid reliance on the postal service. Those that want a physical ballot will be mailed by The Board.

Snow Removal
            28 homes were in noncompliance for the 48-hour snow removal rule and were given warnings. Most homeowners heeded the warning. The Board will consider changing the policy to ensure sidewalks are clear for school times and days regardless of 48-hour rule. A rule that was widely neglected was having 4 feet of clearance on the sidewalk to ensure wheelchairs, strollers, and pedestrians can comfortably walk through.

Neighborhood Lawn and Tree
Estimates for spring and summer maintenance are being considered but under the close watch of The Board to ensure no unnecessary maintenance occurs. Last year grass was mowed that was dead and weed clearing occurred that was unnecessary. Mr. Crow and The Board will be working closely with NL&T to ensure budgeted money for maintenance is not wasted on unneeded expenses.
