24 2021 dues have not been paid, 6 have 2020 dues unpaid, 1 has part of 2019 dues not paid.

Treasurer Report December 2020/Proposed Budget 2021

Treasurer had to move $5,000.00 from Savings to the checking account in December. In the Budget, Treasurer proposed putting $2,500.00 in Savings and $7,500.00 in the CDs.

 In 6 years we will have a Crack Seal and Road Surface project for $60,000.00 and require $10,000.00 be put away per year. 104 houses rate increase of $25.00 this year only added $2,600.00 and next year's rate increase of another $25.00 adds $5,200.00 annually, so next year $10,500.00 next year and the following 4 years can go into CDs for Road Maintenance for $60,000.00. This is the talking point for the rate increase.


We ended the year with $90K in CDs and Savings, we started the year with $142K in CDs and Savings.

Meeting called to order at 6:31pm


Treasurer Report

-Motion to approve payment of bills by Tom, seconded by Erin. All in favor. Motion carried. 

- All reports are up to date on the blog, December Financials and all reports for the year will be sent to the secretary from the treasurer by January 20th, 2021

-Treasurer will contact Francisca Sandoval about taking over treasurer position and if she is interested, will train and take over for existing treasurer until a vote can take place at annual meeting. 


Previous Meeting Minutes

Motion to approve previous meeting minutes by Erin, seconded byRachel. All in favor. Motion carried. 


Old Business:

  1. Due to Covid-19 we have had most of our communication on the board thru email/text/zoom.

  2. Annual Meeting postponed until further notice.

  3. Sprinklers and water have been blown out and shut off for the rest of 2020.

New Business

  1. Increase in Dues- Kris asked about the increase in dues and why there wasn’t a vote. Treasurer replied- The increase in dues does not need to be voted on by the HOA because it is purely a cost of living increase. We are a non profit and we are NOT making any profit on raising the HOA yearly dues. The money we collet for dues goes to maintaining our community and the roads. We estimate in the next 6 years just for crack sealing & road sealing we will need at a minimum $60,000 to have them maintained. The HOA Due will increase $25.00 in 2021 and an additional $25.00 in 2022 for a total of a $50.00 increase. Dues have not been raised since 2013 and are needed to maintain the community due to cost of living increases. President will draft up a letter to the community about the dues increase and get it to the secretary to disseminate to all social media/websites/blog, etc. asap.

  2. Tom mentioned that the community needs more weed control and suggests having it done from May-September so that we are able to preserve the integrity of the roads. Cost of this service add on needs to be obtained from NL&T by board and then voted on.

  3. Erin motioned to have a Community Yard Sale via our Facebook page and she would run and set it up, all in favor, motion carried.

  4. Kris motioned to have the next two HOA meetings via zoom and have the link sent out for the community to attend online in hopes of more attendance. All in favor, motioned carried.

Annual Letter- December 2020

As we approach the start of winter the board would like to follow up with the residents and let you know of the events that happened in our community this year and where we are heading in the new year of 2021!

This year we have

  • Contracted/took bids/finalized contracts and had the roads in the community sealed and speed bumps painted, also had them repaired due to destruction during initial seal, snow removal, volunteered to officiate all tasks needed for these tasks to be completed, etc.

  • Repaired and replaced entrance décor as it was hit by a community vehicle.

  • Continued care of community by adding rocks, cleaning community of all trash and debris in common areas, turning on and off of community area sprinklers,

    sprinkler maintenance, road crack maintenance, weed spraying, lawn maintenance, etc.

  • Entrance trees trimmed back to allow clearance for emergency vehicles

  • Replaced signs around community

  • Maintained all Blog, Facebook, Emails and phone calls for requests in regards to the HOA/complaints/etc.

    Those are just some of the highlights of the year, as always you can review a more detailed list in our meeting minutes, blog and facebook updates.

    It is a community effort to keep our communities dues at a low, reasonable rate and therefore we are reaching out once again in this yearly letter to ask for volunteers. If we do not have at least 3 volunteers we will have to contract out for services due to our rules and guidelines in the HOA Bylaws and CCR’s (to obtain these documents please refer to our blog or homeowner).

    We NEED new members for 2021! Unfortunately, the current team has served their time and/or positions were lost along the way this year. Having an HOA ensures that our neighborhood stays clean, welcoming, and safe. When The Board is comprised of local Orchards members, issues can be handled right away and every member has a voice in the community.

    If no Orchards members volunteer, then unfortunately the community would have to pay for outside representation. This could lead to raised dues, unresolved issues, and maintenance not staying up to date in a timely fashion.

    The time commitment is reasonable. There is bi monthly meeting, ranging from 20-45 minutes and various duty commitments that vary in length. Current members would assist new members with the transition and provide support when needed.

    If you wish to be a board member, please read the description of the positions given below and send us your self-nomination along with your contact information by 03/2021. You can do this by sending an email to Orchardshoa@gmail.com or by mailing in to 3116 Silverthorne Lane, Cheney, WA, 99004. If you have any questions, please feel free to contact us by calling 509-559-2044.

    You may run for only one board position and, if not elected, must wait until the next year to apply for another, if one is available. If more than one person is nominated for the position, a postage paid, addressed placard with the nominees and their information about the position will be mailed out for property owners to cast their votes.

    Voting will take place at the annual meeting: June 2021(tentatively)

    A bonus is that Orchards members that step up and volunteer get their yearly dues waived! This would be a great chance to give back to the community and save some money for 2021/2022!

    Current needed positions are:

    Treasurer. The treasurer shall receive and be accountable for all funds belonging to the Association; pay all obligations incurred by the Association when payment is authorized by the Board of Directors; maintain bank accounts and depositories designated by the Association; and render periodic financial reports; cause, if requested by Owners holding two-thirds (2/3) of the voting power of the Association, an audit of the Association books to be made by a certified public accountant at the completion of a fiscal year, the cost of which will be assessed equally among all members. All checks, drafts, notes or other obligations for the payment of money shall be signed by the treasurer and/or such other officer as designated by the Board of Directors.

    Architectural Liaison: Responsible for distribution and evaluation of approval forms for any addition or change to the residential property located within the HOA. Approves or denies additions and changes based on associated regulations and bylaws. Additional duties related to maintaining the common areas within the HOA-- such as contacting contracted maintenance personnel--may be assigned by the board of directors

    Due to Covid 19 guidelines and the continued impact to our area we are postponing the annual meeting from January 2021 to June 2021. Please keep a look out on our Blog and Facebook for the upcoming details
